Motor Carrier (MC) Authority is FMCSA operating authority that allows certain businesses to conduct specific types of for-hire interstate transportation. The type of authority required depends on the operation and the cargo or passengers being transported.
Operating authority is generally required for certain for-hire carriers operating in interstate commerce, as well as brokers and freight forwarders depending on their operations. Private motor carriers transporting their own goods generally do not need operating authority, although they may still need a USDOT Number.
A USDOT Number identifies a motor carrier or other regulated entity for FMCSA safety and registration purposes. An MC Number/Operating Authority relates to authorization to perform specific types of regulated for-hire interstate transportation. Some businesses need only a USDOT Number, while others require both a USDOT Number and operating authority.
FMCSA states that first-time operating authority applications submitted through its registration system may generally take around 20–25 business days, while applications selected for additional vetting can take longer. Processing time can also depend on the filing method and whether all required information has been submitted correctly.
BOC-3 designates process agents who can receive legal documents on behalf of a motor carrier, broker, or freight forwarder. For applicable operating authority, FMCSA requires the proper process-agent designation to be on file.
Insurance requirements depend on the type of operating authority and operation. For example, for-hire motor carriers of property generally must have proof of public liability coverage filed with FMCSA. The insurance company or authorized representative typically submits the required proof directly to FMCSA.
You should not begin operations that require operating authority until FMCSA has granted and activated your authority and all applicable requirements—including required insurance and BOC-3 filings—have been satisfied. You can verify your authority status through FMCSA before beginning operations.
